Digital assets in a sovereign fund
Digital assets are the first asset class with no Crown precedent. A sovereign fund can hold them, but only if the power, the land and the custody are sovereign too.
What counts as a digital asset here
Three different things get lumped together. Infrastructure: data-centre land, firm power capacity, fibre, substations, cooling. Compute and data: the machines and the sovereign data residency that regulated Canadian workloads require. Bearer assets: bitcoin and similar instruments, which are property in the sense that whoever controls the key controls the asset.
The initiative holds all three, in that order of priority, because the first two are real estate and energy wearing different clothes, and the third is only safe when it sits on top of them.
What other sovereigns have done
Bhutan has mined bitcoin with surplus hydro through its state holding company. The United States moved in 2025 to hold bitcoin it already owned through forfeiture as a strategic reserve rather than auctioning it. Several Gulf funds hold data-centre and AI-infrastructure stakes at scale. Norway's fund holds listed companies that hold bitcoin, which is exposure by accident rather than policy.
The pattern is that sovereigns are far more comfortable with the infrastructure than with the bearer asset, and the ones that hold the bearer asset tend to have got there by mining it with their own power or seizing it, not by buying it. That caution is reasonable and the initiative shares it.
Custody is the whole question
A bearer asset held by a third party abroad is a claim on that party, not an asset. A sovereign holding has to be under qualified Canadian custody: keys held in Canada, under Canadian law, by a custodian regulated for the purpose, with multi-party control so no single person can move the asset, proof of reserves a third party can verify, and insurance that actually covers key loss and theft rather than excluding them.
The initiative's charter makes insurance and custody a precondition for counting a holding, not a feature added later. This is the direct inheritance from the insurance work the sponsor does elsewhere: an asset that is not protected is a liability with a good story.
Why it belongs in the mandate at all
Because the ledger is where the energy and the land get financed. Data centres pay for stranded power. Compute contracts pay for the substations and the fibre. A bearer asset under Canadian custody is collateral that does not depend on a foreign bank's opinion of Canada on a given day.
And because it is the one asset class without a precedent. Crown land has been held for centuries and royalties for a century. Nobody has yet held digital assets on Canadian power under a sovereign-style charter. The initiative's view is that someone should, and that the rules should be published before the first holding, not after.
